De gudlösa (ogudaktiga, ondskefulla) går (vandrar, stryker, paraderar) omkring på alla sidor [överallt, som vilddjur redo att förgöra], när det usla (omoralen, dåraktiga) upphöjs av människorna (människors barn). [Versen är svåröversatt. Ordet ”usel” (hebr. zullut) används bara här men utifrån närbesläktade språk kan det betyda något i stil med ”moraliskt dåraktigt beteende”.
